This review examines strategic financial leadership models in cross-border and multinational energy operations, focusing on how financial decision-making, governance structures, and leadership competencies shape operational resilience, capital efficiency, and long-term sustainability. Operating in a context of regulatory diversity, geopolitical risk, currency volatility, and capital intensity, the global energy sector demands leadership approaches that integrate financial expertise with strategic foresight. Drawing on peer-reviewed literature, industry reports, and institutional frameworks, the study synthesizes dominant models including shareholder value maximization, stakeholder-oriented governance, integrated risk leadership, and sustainability-driven financial stewardship, and evaluates them across upstream, midstream, downstream, and multi-jurisdictional renewable portfolios. The review analyzes how financial leadership adapts to complex regulatory regimes, project finance, joint ventures, and public–private partnerships, with emphasis on capital allocation, foreign exchange risk management, financing diversification, and performance monitoring across dispersed assets. Findings indicate a shift toward hybrid leadership models that embed enterprise risk management, ESG considerations, and adaptive leadership, highlighting the central role of financial leaders in aligning corporate objectives with host-country rules, energy transition goals, and investor expectations. Identified gaps include managing energy transition risks, digital finance integration, and cross-cultural governance, leading to a proposed integrative lens linking financial leadership competencies with strategic agility, institutional legitimacy, and value co-creation. The review contributes a structured understanding of how strategic financial leadership can enhance decision quality, risk-adjusted performance, and sustainability outcomes, with implications for executive development, board oversight, and policy frameworks supporting cross-border energy investment.
