This paper discusses the key issues around reactive power planning, management and efficient pricing in India, especially for dynamic reactive power (DVAr) from non-transmission resources, which is critical for maintaining voltage stability. This is an emerging area of priority in India considering past near misses and the ongoing transition from traditional DVAr resources in fossil fuel power plants to variable renewable energy (VRE). The draft Indian Electricity Grid Code (IEGC) introduces a regional model connected to voltage levels at the EHV level and a pricing mechanism that compensates generators at 5 paise/kVArh (US$0.65/MVArh). Further refinements are necessary to acknowledge the dynamic nature and geographical role of DVAr reserves to ensure stability. A significant increase in the supply and pricing of DVAr resources is essential for fostering investment in diverse VAr resources. The paper concludes with proposed contours of a methodology and data requirements essential for effective policy analysis on reactive power management.
