In Tangerang, Indonesia, the Citra Raya residential area depends on three conservation lakes—Chimanceuri, Kusuma Dwipa, and WoW—as raw water sources for clean water production. The area faces seasonal challenges: flooding during the rainy season when lakes overflow, and reduced clean water availability in the dry season due to declining water discharge. This study aims to determine the water balance and optimize water management in the three lakes. Clean water demand is calculated based on active consumers in 2020 with projections to 2025, while water availability is analyzed using flow characteristics and a basic planning month approach. A water balance analysis compares reliable discharge with demand as the basis for optimization, which is then carried out using linear programming (Solver in MS Excel). The results show that, on a monthly basis, raw water from the conservation lakes is sufficient to meet the clean water needs of the Citra Raya area. However, practical constraints such as pipe leakage and legal violations hinder effective utilization of this potential and require further research.
