The study investigates how the high water-absorption capacity of local soils in Merauke, South Papua affects the quality of concrete used in substructure works, particularly foundations and footings. It highlights that, in practice, many small- to mid-scale construction projects are executed without supervisory consultants, leading workers to omit work floors or plastic bases under concrete castings, which allows the soil to absorb mix water and unintentionally alter the water–cement ratio. The paper describes the regional soil conditions, dominated by alluvial and peat soils with high permeability and water content, and explains how these characteristics can detrimentally influence concrete workability and compressive strength. It reviews relevant concepts of soil types, permeability, concrete technology, and the importance of controlling the water–cement factor (FAS) to maintain planned concrete strength. The author emphasizes that proper attention to soil characteristics and the use of simple protective measures (e.g., work floors or plastic layers) are necessary even in simple projects to preserve concrete quality in direct contact with the ground.
