Disaster Risk Reduction (DRR) policies are essential for minimizing the impacts of disasters and enabling effective reconstruction, especially in disaster-prone countries such as Pakistan. This study examines global and national DRR frameworks, with a particular focus on Pakistan’s legislative and policy measures, including the National Disaster Management Act (2010) and the National Disaster Risk Reduction Policy (2013), and their alignment with the Sendai Framework. Using a qualitative approach based on literature review, policy analysis, and case studies of the 2005 Kashmir earthquake and 2010 super floods, the research evaluates how DRR measures have influenced post-disaster reconstruction. The analysis highlights persistent gaps in implementation, including weak governance, poor coordination among federal, provincial, and local authorities, inadequate funding, and limited community participation. The study also identifies best practices such as improved early warning systems, adoption of seismic building codes, and efforts toward resilient infrastructure. It concludes with recommendations to strengthen Pakistan’s DRR framework through better stakeholder coordination, integration of DRR into development planning, enhanced community-based disaster management, and greater emphasis on climate resilience and long-term recovery monitoring.
