Uncovering Hidden Risks in Government Building Facade Maintenance: Insights from Jakarta’s Alucobond Panel Projects

This study investigates the diverse risks encountered during facade maintenance of Alucobond panels at the headquarters of Badan Narkotika Nasional (BNN) in Jakarta, Indonesia. Using a qualitative exploratory case study, data were collected via semi-structured, open-ended questionnaires from six experienced facade maintenance professionals and analyzed thematically with an inductive–deductive approach aligned to ISO 31010. The research identified 28 distinct risks across technical, occupational safety and health, environmental, operational, and financial domains, including issues such as anchor degradation, undetected panel defects, improper use of PPE and rope access systems, worker fatigue, and constraints related to site conditions and funding. The findings show that qualitative, practitioner-based methods are effective in uncovering contextual, site-specific risks that are often overlooked by standardized checklists and formal frameworks. The resulting risk inventory provides a basis for targeted mitigation strategies and supports the development of evidence-based maintenance protocols for public buildings in dense, climate-sensitive urban environments such as those in Southeast Asia.
