TB Simatupang Road in South Jakarta is a major arterial corridor linking key residential, commercial, and business areas, and its performance is strongly influenced by the Jakarta Outer Ring Road (JORR) toll off-ramp connection. Efficient integration between the toll off-ramp and local roads is crucial, yet at this location queues and delays frequently occur, particularly near the signalized Fatmawati intersection. This study analyzes the impact of the JORR off-ramp on adjacent local roads through a combination of traffic data collection (traffic volumes, speeds, and movement patterns), field observations, and microscopic simulation using VISSIM. The model explicitly incorporates the off-ramp, TB Simatupang Road, and the Fatmawati intersection. Simulation results show a degree of saturation greater than 1 and long queues, indicating severe congestion and poor level of service. To alleviate these problems and improve traffic efficiency, the study recommends constructing an underpass in the direction of Kampung Rambutan or from the off-ramp toward Blok M, and eliminating lane merging in the critical area to achieve smoother and more reliable traffic flow.
