The offer provided by an electric utility combines many characteristics of a service together with the continuous delivery of electricity as a product. This paper aims to address the quality of electricity as a processed material, which is influenced by various end-use processes and the reliability of continuous delivery. We discuss how the ISO Standard 9004-3 guidelines for quality management of processed materials can be adapted specifically for electricity. Several challenges critical to the quality characteristics of electricity are highlighted, focusing especially on measurement activities essential for quality management. The necessity for tailoring existing guidelines to manage the complexities associated with the quality of electricity effectively is emphasized, ultimately leading to better assessment and improvement of electricity quality as perceived by customers. This research outlines ongoing challenges in the power industry, particularly in relation to service quality versus product quality in electricity provision.
