Indian State Aided Universities are currently undergoing significant transformations in response to various committee recommendations regarding the capitalization of knowledge. The Mahmood-ur-Rahman Committee highlights that higher education systems globally are experiencing severe financial pressures due to escalating costs and a reduction in philanthropic support. The authors critically analyze the shift from conventional higher education systems, emphasizing the evolving meaning of 'quality' in this context. They argue that a market-oriented approach may misplace educational priorities, leading to mismatches between graduates and job markets. The paper suggests policy alterations, such as higher income-tax exemptions for teachers, to enhance their status and rectify disparities in pay grades. Additionally, the study advocates for a cost-recovery approach in conventional disciplines while promoting the introduction of non-monetary improvements, like curriculum modernization and enhanced teaching methodologies, to boost educational performance. This analysis calls for a reevaluation of the higher education framework in India, advocating for stakeholder satisfaction as a measure of educational quality and sustainable development.
