As a consequence of new European legal regulations for treatment of waste electrical and electronic equipment (WEEE), recycling plants have to be installed in Spain. In this context, this contribution describes a method for ranking Spanish municipalities according to their appropriateness for the installation of these plants. The methodology employed involves the discrete multi-criteria decision method PROMETHEE, which is complemented with surveys of experts. The analysis reveals that existing plants are predominantly located in North and East Spain, leading to a significant concentration of top-ranking municipalities found in South and Central Spain. While the method does not deliver an optimal structure for the future recycling system, it provides a valuable selection of viable alternatives for potential locations of recycling facilities. This study emphasizes the necessity for targeted decision-making and planning in establishing an effective recycling infrastructure in response to the growing amount of WEEE and the associated environmental concerns.
