Water resources projects in Greater Jakarta have recently begun using the E-Purchasing method via electronic catalogs, particularly for reservoir, small lake, and retention basin construction. Traditional tender-based procurement was criticized for overemphasizing the lowest bid, prompting the Water Resources Office to pilot E-Purchasing in the 2022 fiscal year through the provincial electronic catalog. This study aims to identify and analyze the factors, and the most dominant among them, that influence Commitment-Making Officers/Budget Users when selecting construction service providers for these projects via E-Purchasing. A quantitative approach is used, with data collected through questionnaires and interviews, and analyzed using SPSS for validity, reliability, normality, correlation, classical assumptions, and factor analysis. The research variables cover administrative qualifications, technical qualifications, experience criteria, price, and other commitments and responsibilities, all derived from prior studies, procurement regulations, and practical implementation. The findings are expected to form a set of selection factors specific to E-Purchasing-based reservoir construction and to reveal the dominant determinants guiding provider selection in this context.
