Neutron activation analysis (NAA), based on the comparator method, has the potential to fulfill the requirements of a primary ratio method as defined in 1998 by the Comité Consultatif pour la Quantité de Matière — Métrologie en Chimie (CCQM). This paper demonstrates the method's comprehensive physical and chemical understanding, the formulation of a measurement equation incorporating all parameters in SI units, and the quantitative evaluation of all contributions to measurement uncertainty, thereby establishing metrological traceability. Additionally, the performance of NAA in CCQM key-comparisons of trace elements in complex matrices from 2000 to 2007 is compared to Isotope Dilution Mass Spectrometry (IDMS), a previously designated primary ratio method by the CCQM. The findings underscore the viability of NAA as a primary method of measurement in ensuring accurate and traceable results in metrology.
