The paper discusses the necessary conditions for the existence of a negative 2-Dimensional Electron System (2DES) and its interaction with a nearby positive 2-Dimensional Hole Layer (2DHL), emphasizing the critical role of Electron-Hole Dynamics (EHD). It posits that the linear increase in electron density as a function of magnetic field is central to observing the wide plateaus of the IQHE, and this phenomenon serves as initial evidence for EHD's existence. To corroborate these claims, the paper suggests reanalyzing existing measurements from QHE experiments, stressing the importance of high-quality samples for accurate results. Furthermore, it highlights the promise of discovering new even-m FQHE states, such as ν=7/4 and 9/4, contingent upon effective experimental resolution, thus paving the way for deeper understanding of electron-electron interactions in these contexts.
