This study examines the impact of supportive housing on the utilization of public health, corrections, and emergency shelter systems for homeless individuals suffering from severe mental illness, focusing on data collected in New York City from 1989 to 1997. The primary objective was to assess the effectiveness of the New York/New York initiative in reducing service usage among this vulnerable population. Utilizing administrative data on 4,679 homeless individuals placed in supportive housing and matched controls who remained homeless, a comprehensive analysis was conducted to evaluate differences in shelter use, hospitalizations, and incarceration rates following housing placement. Results indicated significant decreases in shelter use, hospital admissions, average length of hospital stays, and time spent incarcerated for those housed compared to controls. On average, individuals in supportive housing experienced a reduction in service costs of $16,282 per housing unit per year, highlighting the financial benefits of investing in supportive housing solutions for the chronically homeless with mental health challenges. These findings underscore the importance of policy interventions that promote supportive housing as a strategy for addressing the complex interplay of homelessness and mental health issues.
