Cross-border healthcare investments in emerging markets offer significant potential to address unmet medical needs, expand healthcare access, and generate attractive financial returns, but they are characterized by substantial regulatory, economic, and operational risks. This paper develops a Risk-Opportunity Model to support investors in systematically managing these complexities while identifying high-growth segments in emerging-market healthcare sectors. The model integrates structured risk assessment—with attention to weak regulatory infrastructures, currency volatility, and workforce shortages—and targeted mitigation strategies. It simultaneously maps opportunities in digital health, localized healthcare infrastructure, and public-private partnerships that align with local health priorities. Central to the framework is a three-part strategy: Risk Mitigation (scenario planning, stakeholder engagement, regulatory compliance), Opportunity Optimization (leveraging market insights, technology, and innovation), and Adaptive Implementation (culturally sensitive, sustainable deployment). Using a PRISMA-guided review of 317 relevant studies, the paper synthesizes current evidence on risk frameworks, opportunity assessment, and policy gaps in cross-border healthcare investments. It underscores the enabling role of technologies such as telemedicine, artificial intelligence, and mobile health, as well as the importance of partnerships with governments, NGOs, and communities to build trust and ensure contextual fit. The resulting model provides a practical roadmap for policymakers, investors, and practitioners seeking to balance risk and opportunity and achieve both financial and social impact in global health.
