Globally, there is interest in recycling waste electrical and electronic equipment (WEEE) plastics for transition to a circular resource society and concern about substances with potential harm in WEEE. For high-quality recycling of WEEE plastics, it is necessary to identify factors that hinder the recycling process and investigate hazardous substances for recycling safety. This study utilized material flow analysis (MFA), revealing that 27 kt of WEEE was collected, with only 3.9% returned to the plastic recycling market. To bridge this gap, further research by relevant organizations is essential, alongside efforts to convert unofficial channels into official routes. Enhancing the secondary material recycling market requires stringent quality control, as some samples were found to have elevated levels of PBDEs and DEHP, both of which are restricted under legislation. Additionally, monitoring of unrestricted substances such as TBBPA and Bisphenol A, which were detected at high concentrations in WEEE plastic, is critical for the safe recycling of plastic waste.
